Thai Government Clarifies “Mor Chana” Contact-Tracing App Confusion

App Verweigerer kommen nach der neuesten Meldung nicht ins Gefängniss

A closer look at Thailand’s (non-mandatory) contact tracing apps
Two mobile applications, ThaiChana and MorChana, have become popular in Thailand after millions felt compelled to download them in the wake of the COVID-19 outbreak early last year.

The Centre for Covid-19 Situation Administration (CCSA) recommends that people use both apps, which are designed to boost authorities’ efforts to control the highly contagious disease by tracing users’ movements.

On Thursday, CCSA spokesman Dr Taweesilp Visanuyothin switched from recommending MorChana to suggesting its use was mandatory in Thailand, warning of severe punishment for those who refused to obey. However, after loud public complaints that the move invaded privacy and was unfair to those who don’t own a smartphone, Taweesilp quickly backtracked.

Authorities subsequently made clear that while they strongly recommend the use of MorChana, no one would be punished for not downloading the app.

About MorChana

Launched last April, MorChana leverages GPS, Bluetooth and QR Code technologies to trace users’ location. If a user tests positive for COVID-19, the Disease Control Department (DCD) will use data from the app to swiftly trace contacts at risk of catching the virus. Better still, the app alerts other users who visited the same place as the infected person at around the same time, and offers them guidance on what to do.

MorChana also enables users to evaluate their own risk of catching COVID-19, by answering four basic questions. The answers show which risk group – very low, low, medium, or high – the user belongs to.

Taweesin said MorChana, which translates as “Doctors Win”, received more than two million downloads after he falsely suggested on Thursday that people would face legal action if they did not download the app after testing positive for COVID-19.

As of Friday, the app had been downloaded 3.69 million times.

Personal data of MorChana users is processed by the app’s developer, the Digital Government Development Agency, and handed on to the DCD.

The app gains access to users’ data including their location and their camera, but promises to protect and delete it once the pandemic is over.

Users give MorChana a rating of 3 out of 5 at PlayStore and 2.5 out of five at the Apple Store. The app is available in both Thai and English.

About Thaichana

Launched a month after MorChana last May, Thaichana is an online registration system for people entering public venues. The DCD is the only agency able to access data from the app.

Thaichana, which translates as “Thais Win”, is simpler than MorChana. It deploys a QR code scanner for users to check-in and check-out at public venues such as malls and offices. Users who forget to scan the code on exit can check-out later online.

Developed by Krungthai Bank, Thaichana deletes users’ check-in data every 60 days.

The app has been downloaded more than 1 million times from PlayStore, where it scores 3.3 out of 5. On Apple Store, it scores 2.9. It also comes in Thai and English versions.

Tracking apps overseas

Thailand is not the only country to have developed apps to keep track of its population in the wake of the COVID-19 pandemic. Several other ASEAN nations have done the same. Singaporeans have Trace Together and Filipinos have StaySafe, while Malaysia boasts MyTrace, Indonesia has Peduli Lindungi and Vietnam has Bluezone.

The spokesman for Thailand’s Centre for Covid-19 Situation Administration (CCSA) has apologized for saying earlier that people who do not install the “Mor Chana” Covid-19 contact-tracing app would face a fine or imprisonment if they become infected later.


Taweesilp Wissanuyothin said on Thursday morning people were required to install the contact-tracing app under the government’s No.17 regulation, which took effect on Thursday, the Bangkok Post reported.
Prime Minister Prayut Chan-o-cha signed the regulation by the power granted him during the emergency situation, which has been in place since March last year.

“If anyone is found to be infected and he/she has not installed the app on his/her mobile phone, he/she may face the penalties as stipulated in the latest regulation,” Dr Taweesilp said during a briefing in the morning. The penalties under the regulation are a fine up to 40,000 baht or imprisonment up to two years, or both, he said.
But a look at the regulation shows it only “urges” people to do so, prompting some people to question whether such a requirement is valid.
Item 1 reads: “The government encourages people to install and use the “Mor Chana” mobile application…and to use it in conjunction with the “Thai Chana” application”.
Apology on Facebook Page over “Mor Chana” App
Dr Taweesilp’s comment led to confusion, especially among those who have been reluctant to install apps developed by the government on privacy concerns. He cleared the air in the afternoon in a post on his personal Facebook page.
“I apologize for the misunderstanding. Not having the app does not land you in jail. The full sentence is if you are infected and conceal information, and we can’t find the app on your mobile phone, you will be considered violating the regulation,” he wrote.
Mor Chana, meaning “Doctors Win” in Thai, was developed through the cooperation of the private sector and the government, led by the “Code for Public” independent software developers and the “Chuay Kan” group of software specialists and data analysts in Thailand.
The app uses GPS and Bluetooth to track the locations of a user and show whether he or she has been in a risk area.

Registration allows anonymity and the developers claimed all data would be destroyed after the Covid-19 pandemic ends.
Priorities and plan treatments in Thailand
The app collects comprehensive location data by broadcasting a user’s account ID all the time so other nearby phones see when and where it comes close. It also collects coordinates from GPS and uploads them to servers continually.
The data allow doctors in Thailand to quickly prioritise and plan treatments should a user contract the disease. Users can also view risk areas so that they can avoid and manage their own risks.
Critics, however, point out the approach used by the app is different from the exposure notifications system jointly developed by Google and Apple.
The system developed by the tech giants generates a random ID for a device. To help ensure these random IDs can’t be used to identify that user or his or her location, they change every 10-20 minutes.
Besides, they do not store GPS data or upload the data to servers until a user is confirmed to be infected.
Thai Chana, another app developed by the government, requires users to “check in” and “check out” from public places by scanning QR codes to keep track of their locations. If a person later found to be infected was in the same place at the same time, they can be easily contacted to get tested.

Die Mor Chana App hatte ich zwei Tage auf meinem Smartphone, dann habe ich sie wieder deinstalliert

Diese App ist der letzte Schrott.

so richtig angekommen bei den Thais ist sie nicht - bei einer bevölkerung von 69 Millionen, gerade mal 5 Millionen downloads (von denen man nicht weiß, wieviel wieder deinstalliert haben)

Wenn man nicht seine Akku-Einstellungen ändert, saugt diese App den Akku leer. So schnell wie mit Mor Chana habe ich den Ladezustands-Balken noch nie schwinden sehen

Sodann verbraucht sie im Hintergund (Lokalisierung) irre Datenmengen. Nutzer schreiben von 1 Gigabyte Daten PRO TAG

Wer wie ich nur einen günstigen 199.- Baht pro Monat 1 GB Prepaid Plan nutzt ,weil er sonst mit dem Smartphone die ganze Zeit zuhause, nicht auf Reisen, sowieso im hauseigenen W-Lan eingeloggt ist, für den ist die Mor Chana eine Kamikaze App

die Thai Chana APP nutze ich seit sie 2020 heraus kam

in der Anfangszeit, im April 2020, konnte man sich noch handschriftlich in einer Liste eintragen,
wenn man ohne Handy ins Shopping Center oder zu BigC wollte,

aber später sind die Listen dann verschwunden,

und nun ist die App ja auch gesetzlich Pflicht.

ich habe mit 199.- Baht auch eine sogenannte "flatrate"

die App ist keine Pflicht. Es gibt nur 5 Millionen downloads der Mor Chana. Wenn das Pflicht wäre, sprächen wir von einer zweistelligen Millionenzahl mit einer 3 oder 4 davor

Leidglich nach dem Samut Sakhon Ausbruch, bei Reisen durch mehrere Provinzen, die in rote, orangene oder gelbe Zonen eingeteilt waren, hat man von Reisenden verlangt dass sie eine der beiden Apps auf ihren Smartphones hatten
