Andew:
I have paid overstay at local IO on two occasions. A few days over in each case...
So my answer is yes you can address at local IO.
Habe ihm jetzt geantwortet:

so you paid the overstay fine at a local Immigration Office. And what happened next? Did you have to leave the country? Did you get a 7 days extension on top of your visa exempt or an extension on the previous yet overstayed visa? As a poster mentioned before, some time ago you could pay the fine and they issued you with a 7-day extension which gave you the chance to pack and organize leaving the country. Still assuming that the current rules still allow this

Andrew:
My experience is now well in the past...I'm no longer on tourist status visa...
Rules and circumstances change, so I cannot offer advice. Sorry.

well, it could still be a standard procedure, despite all the previous changes. Let's assume you realize your visa or visa exempt stay has expired since a few days. You are far away from Bangkok or a land border and have not organized a ticket out yet, or are not willing to leave overland. So you turn yourself in at the local Immigration, and in return they GENEROUSLY grant you a 7-day extension, because you have been a good boy when turning yourself in (keep in mind that after an overstay, all your visas and permits are expired and you will need a new entry). They surely know that this gesture will allow you to pay the hotel, pack up your belongings and make it to the airport or any other border.
I do not doubt that's exactly what happened to you, and i do not doubt that it might happen again to some unlucky tourists who are somewhere in the jungle and discover they have overstayed a few days.
For anyone who has a longer overstay than 7 days, I would not recommend to go to the local Immigration but buy a ticket out and leave through Subvarnahumi, for at SOME point the number of days you are overstaying leads to a detention. We just cannot be sure how many overstay days Immigration is willing to allow . . . . . so this is always holding a certain risk
