Wer in Holland gemeldet ist, kann sich aufgrund der sehr liberalen holländischen Visavergabe von Schengenvisa an Thais glücklich schätzen.

From experience I can only say that getting your girlfriend in Holland as a
tourist is no trouble whatsoever. You have to send her a letter of
invitation, a certified signature, a copy of your passport (the picture
page)and a copy of your last three payslips (proof that you can support
her).
She can then go to the embassy in Bkk and within about 1 day she'll have a
tourist visa for three months.
The "report to the foreign police" part can be forgotten because in my
experience, nobody cares and here in Rotterdam we don't even have a foreign
police anymore.
When in Holland you can't apply for an MVV!!!! ( for Dutch citizens that is)
It's almost the same procedure but it's a lot longer (up to a year and more)
but it gives you the right to work and to get married. Be aware that there
is a yearly fee of 430 euro to make (and keep ) the MVV valid. You have to
report to the department of civil(burgerzaken) affairs in your city to pay
within two weeks of her arrival.
You can also start the procedure from Holland but that means that your
girlfriend has to send all her stuff to Holland and that has to be certified
by the Thai authorities ( Ministry of Justice AND Ministry of Foreign
Affairs) and the you have to have the whole lot translated by a certified
translator ( about 50 euro a page!!!!!).
It's a lot easier to have your girlfriend start the whole thing from
Thailand because you can bring Thai documents without translation to the
embassy.
If there any different rules for EU citizens that live in Holland is unknown
to me, but you can always call the IND (Immigration and Naturalisation
Department) in The Hague and ask them what applies to your situation.( They
can also be reached by e-mail AND they answer!!!)
