Burmese Workers Massacres: Thai Government to Act
By Tin Maung Htoo, Burma Media Association, March 21, 2002
Toronto-- Hong Kong-based Asia Human Rights Commission (AHRC) pushes
Thai authorities to take action on those who committed mass murder of 21
Burmese workers in Thailand, with an encouragement to international
community to bring pressure to bear on the authorities concerned to seek
and hold responsible all those accomplices.
A press release issued by the commission today also criticizes the
relevant authority for lack of action and enthusiasm, and expresses
concern over disappearance of the case from public sight. It encourages
international community to express concern over the lack of a
satisfactory outcome.
"To date the case has been characterized by a lack of transparency,
inconsistent accounts, and the absence of genuine effort directed
towards capturing and bringing the murderers and masterminds to
justice," said in the press release.
At the end of January 2002, the first two separate groups of 14 bodies
including females were found on Moei River of Thai-Burma border and
another 3 plus 4 bodies were also recovered later in nearby streams.
They were stripped naked, hands tied behind their backs, with stab
wounds to the bodies and necks, the commission stated in the press
release.
It also adds that Thai police have focused on emphasizing that Thai
people were not involved, and media and official discourses turned the
motive for the murders into that the victims were involved in some kind
of illegal activity. However, the commission pointed that the business
of actually catching those responsible for the killings has "taken a
back seat to all these subsidiary issues."
The commission said "four to five Burmese workers are killed weekly in
Thailand" and Burmese workers are extremely vulnerable to all types of
human rights violation, ranging from denial of wages and police
extortion to assault, rape and murder.
The commission also alleges that the police and immigration authorities
are involved in the trade of Burmese across the border, as well as being
active participants in various human rights violations, and said that
they do not pursue the perpetrators of crimes against Burmese victims.
"The widespread mentality that crime need not be investigated unless the
victims are Thai people is reinforced by a chauvinist mentality
ingrained through distorted history teaching that Burmese are the
historical enemies of Thai people," contended in the press release.
