So wie es aussieht, wird der Baht langfristig nicht so stark bleiben bzw. wieder in derart hohe Sphären vordringen. Die BoT will die Industrie schützen und damit auch indirekt den innenpolitischen Frieden stützen, bis die Wahl durch ist.December 04, 2007
Thailand: Bank of Thailand returns to managing baht using basket of currencies method

The Bank of Thailand has quietly abandoned the managed floating exchange rate regime adopted in 1997 in favour of the old system of a basket of currencies, which allows it to manage the stability of the baht more efficiently during this time of sharp global financial fluctuations.
Financial sources said Dr Kosit Panpiemras, deputy prime minister and minister for industry, played a key role in bringing the Finance Ministry and the BOT together to adopt the basket of currencies system to improve the baht's stability.
"The government would like the baht to become more stable during this time of political transition, so the baht is now being managed under the basket of currencies system. This foreign exchange policy will be implemented until the new government comes in and makes further decisions," said one well-informed financial source.
Since September 1, the Thai central bank has managed the baht by targeting its movement within a narrow range and by intervening rather actively to rein in its appreciation, which has resulted in a rather stable baht.
Unlike 2006 and the first half of 2007, the central bank, which was then adopting the managed floating exchange rate regime, was caught off guard by the sharp rise of the baht, which badly hurt Thai industries and the country's competitiveness. The central bank also lost heavily from its intervention in 2006 to the tune of almost Bt200 billion because it could not arrest the baht's rise.
Now, under the basket of currencies system, the central bank is managing the baht through a weighted average of the movements of the major currencies held in its international reserves of more than US$100 billion including forward positions. It is believed the BOT is holding 60 per cent of its foreign exchange reserves in US dollars, 30 per cent in euros, and 10 per cent in the Japanese yen.
"Now we can't look at the baht's movement against the US dollar alone. Under the basket of currencies system, we have to take into account the euro and yen's movements, too. Now the baht might appreciate against the US dollar, but it weakens against the euro and the yen. Based on this weighted average the baht has weakened by around one per cent over the past month," said a foreign exchange expert who tracks the baht closely.
From being traded at Bt34.29 to the dollar on September 3, the baht has appreciated gradually since the Ministry of Finance asked the central bank to take "unlimited intervention" to rein in its rise. The baht has been sustained at Bt33.80 to the dollar since November 12.
However, the BOT denies that it has taken any drastic action to reverse its foreign exchange management policy.
Senior director Pongpen Ruengvirayudh insisted that the central bank continued to adopt the managed floating exchange rate regime. She said that the central bank does not fix the baht at any particular level but relies on the currencies of trading partners and rivals, called the nominal effective exchange rate.
"Nothing has changed," she said, adding that the baht has been stable recently due to the balance of demand and supply in the foreign-exchange market.
Earlier, BOT governor Tarisa Watanagase said the central bank has restructured its international reserves since 1999 so that the level of dollars in its portfolio is currently lower than the world average of 66 per cent.
Nattawut Sachabudhawong, senior financial economist in the treasury group of Siam Commercial Bank, said the baht has been stable at around Bt33.82 to the dollar for two weeks now, during which its maximum range was from Bt33.78 to 33.86.
He said the steady baht was largely due to the central bank's active intervention. This has been seen since November 13, after the central bank intervened significantly to support the baht from the fallout of the US sub-prime mortgage crisis.
"Since November 13, the baht has been intervened in rather significantly. Let's say that earlier, for every foreign inflow of Bt100, the central bank would intervene by around 60 per cent to curb its rise. But since November 13 the ratio of intervention has risen to around 80 per cent," he said.
Nattawut predicted the baht would strengthen against the dollar due to the weakening trend of the greenback in line with the US economy. However, the baht would gradually strengthen under the BOT's management.
The baht would be at Bt33.70 against the dollar at the end of this year and between Bt33.20-33.50 next year, he said.

Gebuehr bei meiner Bank = 2x 3,5 Euro.
Jetz habe ich aber festgestellt,dass immer mehr Automaten der Bangkok Bank nur noch als Hoestgrenze 12,500 Bath ausspucken..
